Techno Park and the Jebel Ali Industrial Areas: Mapping Housing Against Your Sites

If your company operates across Techno Park, JAFZA or the Jebel Ali industrial areas, accommodation is usually chosen site by site, and the result is a scattered, expensive housing footprint. The better approach is to map housing against all of your sites at once and choose one well-placed base. This guide explains how the areas fit together and how to run that mapping exercise properly.

What counts as "the Jebel Ali industrial areas"?

Jebel Ali is not one address. It is a cluster of distinct zones that sit shoulder to shoulder in the south-west of Dubai, and it helps to name them properly before you start mapping.

The Jebel Ali Free Zone (JAFZA) wraps around the port and is split broadly into JAFZA North and JAFZA South. Alongside it sit the mainland Jebel Ali Industrial Areas — numbered plots licensed through Dubai Municipality rather than the free zone — where many logistics, manufacturing and trading companies keep workshops, yards and warehouses. To the south, along Sheikh Zayed Road, is Techno Park, and beyond that the newer corridor towards Dubai South and Al Maktoum International Airport. Dubai Investments Park lies inland to the east.

Each zone has its own licensing regime and its own gates, but for workforce planning they behave as one employment cluster. A camp that is well placed for one of them is usually within practical bus range of the others — which is exactly why the mapping exercise below is worth doing before you commit.

Where does Techno Park fit on the map?

Techno Park sits on the seaward side of Sheikh Zayed Road, south of the free zone, roughly between Jebel Ali proper and the Dubai South corridor. The area has been rebranded as National Industries Park (NIP), but most drivers, suppliers and site managers still call it Techno Park, and both names appear on maps and trade documents. Zone names and boundaries in this part of Dubai are updated from time to time, so it is worth checking how your own licence describes the location.

For accommodation purposes, the practical point is this: Techno Park is close enough to the established Jebel Ali accommodation zones and to Dubai Investments Park that a company based there rarely needs a camp on its doorstep. A base in Jebel Ali covers Techno Park and the port zones in one direction; a base in DIP 2 covers Techno Park, DIP itself and the Expo City–Dubai South corridor in the other.

How do you map accommodation against your sites?

Start with a simple table, not a map. List every site you operate — including sites you expect to win work at over the next year — with three columns: headcount, shift start times, and how long you expect to hold the site. A yard with eight workers on a six-month contract should not pull your housing decision the way a facility with two hundred workers on a five-year lease does.

Then find your centre of gravity. Weight each site by headcount and look at where the bulk of your people need to be at shift start. Most companies that run this exercise across Jebel Ali, Techno Park and the surrounding areas find their centre of gravity lands somewhere between Jebel Ali and DIP — which is convenient, because that is where much of the established, MOHRE-approved accommodation stock sits.

Finally, test the shortlist at real times. A camp that is fifteen minutes from your Techno Park facility at midday may be forty minutes away at 6am when port traffic builds. Which roads will actually carry your buses?

Three corridors do most of the work in this part of Dubai. Sheikh Zayed Road (E11) runs past Techno Park and the free zone gates and is the spine of the whole cluster. Sheikh Mohammed bin Zayed Road (E311) and Emirates Road (E611) run parallel further inland and connect Dubai Investments Park to the Jebel Ali zones without touching the coastal traffic.

When you compare camps, look at which of these corridors each one feeds into, and in which direction your buses would travel at peak times. A camp offering puts your buses close to the free zone gates and the industrial areas with short, predictable runs. A camp offering approaches the same sites from the inland side, which some transport managers prefer because it avoids the port-bound heavy traffic on E11 in the early morning.

Neither answer is universally right. The right base depends on where your specific gates are and when your shifts start — which is what the mapping exercise is for.

Is Techno Park the same as National Industries Park?

Yes — National Industries Park (NIP) is the current name for the zone long known as Techno Park, though the older name is still widely used on the ground. If your trade licence uses one name and your logistics documents another, they usually refer to the same area. Check the current designation with your zone authority, as naming does change from time to time.

Do workers at a free zone company have to be housed inside the free zone?

No. Companies licensed in JAFZA and the surrounding zones commonly house workers in approved accommodation outside the zone itself and bus them in through the gates. What matters is that the accommodation is properly approved and that your transport plan works at your actual shift times.

Our sites are split between Techno Park and DIP. Where should we house everyone?

Run the headcount-weighted exercise above. If the majority of your people report to DIP, a DIP 2 base usually wins; if the port zones dominate, Jebel Ali usually wins. The two areas are close enough that either can serve both — the deciding factors are shift times and gate locations rather than raw distance.
